There are several ways of opening a cover letter but what works best is popping a name that both you and the employer will be acquainted with.
A personal referral works wonderfully as an employer is sure to pay special attention to your cover letter is he sees a familiar name.
It is a good idea to open your resume with a clear and concise statement of what you can do for the company which should be followed by the qualities you possess that will make it possible for you to do them.
Narrative hooks work just as well although you may want to delve deep into the type of person who will be screening your cover letter before you take this approach.
You may have a great story to tell which will eventually lead to placing your qualities on the plate but the employer may not be so inclined towards storytelling!
Here is a cover letter example for the position of a school superintendent that uses name dropping to reach out to the employer:

Dear Ms. Temple:
I am applying for a School Superintendent position at Department of Education. Having worked as a School Superintendent position for ten years, I have enjoyed considerable success in handling 15 schools within my jurisdiction.
Ensuring that every school within one’s jurisdiction works along standardized educational systems is an extremely difficult task but I believe that I am ready for this challenge.
I believe that all children are important for the future of our country and it is not only instructors who help them become successful. People like us who work behind the scenes have just as much responsibility and this belief is the driving force behind my work. I am familiar with the responsibility that the district has towards its schools and I am confident that I can judge the suitability of designated educational programs and also devise regulations to ensure proper implementation of educational systems.
I will be in touch with you regarding a meeting so we can discuss this in detail. I am available at (444) 444-4444 if you need to contact me.
Thank you for your time and consideration.
