There is no excuse for misbehaving especially if you are at work. But if such a situation has transpired, it is time to say sorry.
Misconduct at the workplace can make you lose your job so the sooner you try to rectify the situation, the better it is.
Misconduct can mean anything – you may have misbehaved with a coworker or a boss, or you could have used unbecoming language. Either way, you should apologize.
Unfortunately, apologizing verbally may not have as much an effect as a written apology will. Putting it in writing that you are sorry will give the person at the other end something to think about. You have a good chance of being forgiven by the recipient of the apology letter.
Remember that if you do not apologize for your misconduct, you may be liable for corrective actions which will not be pleasant. While it is not recommended to provide an excuse for your wrongdoing, giving a little explanation about why things happened the way they did, might help your case along.

Dear Ms. Hopkins:
I am feeling guilty of my poor manners during the monthly meeting of the members of Hole in One project. It was not my place to act in such an impolite way. I understand now that I must handle the situation professionally and maturely.
While I do not want to indulge in self-pity since this is an official matter, I was under much duress due to a personal issue that I have going on in my life. I still believe that I should have left my problems home but unfortunately, I could not, and it reflected as bad judgment yesterday. I have now vowed to counsel myself so that I can juggle my personal and professional life properly and not let such an incident happen again.
I would appreciate it if you would understand what made me unable to keep a professional stance and forgive me for my outburst. I am incredibly dedicated to this project and would not want any harm to come to it especially through any conduct of my own. Please consider this letter a formal apology and a promise to not let my problems interfere with my professional performance in the future.
