When you apply for graduate admission at different colleges and universities, you may receive admission offers from many graduate schools at more or less the same time. So when multiple offers are made, you choose which one was initially on your priority list and take it up, sending polite refusal letters to the others.
However, things may not always turn in our favor, and you may have to go back on your decision and ask a previous school (one which we politely refused an offer from) to let you enroll after all. In such a case, it is important to write a re-application letter to provide the school management with your intentions of joining them after all.
A re-application letter can also be written if you have been refused admission to a graduate school and you want the management to reconsider their decision of not enrolling you. In such a case, you may have to be very careful in how you write your letter since you want to change their impression of you. There is a strong possibility that your application will be reconsidered if you provide them with information that they are looking for specifically.
In a situation where you had have reconsidered your own decision to join a graduate school after having refused once, you can refer to the following sample to see how you can write your re-application letter:

Dear Mr. Spencer:
I am reapplying for Masters in Environmental Sciences (MES 202) being offered at the Oregon State University in the fall 2016 term. It was with deepest regrets that I could not accept your invitation, owing to personal obstacles that I could not reckon with at that time. Having successfully surmounted these obstacles and having gained additional experience and exposure to environmental sciences through an internship during this time, I am pleased to continue my education.
My activities during the time that I took out between fall 2016 and present, include:
• An extended internship with Green Peace, USA, where I assisted with policy-making and implementation.
• Volunteered with Save the Earth, assisted in designing and developing strategies to keep our local environment clean by engaging other volunteers.
My commitment to creating awareness of environmental problems that our planet is facing and providing logistical support to agencies active in this arena remains a constant goal. I believe that these experiences along with my bachelor’s degree will help me understand the concepts taught more profoundly.
I have enclosed all documents, including past transcripts, internship letters and volunteer references with this letter, and have also filled out the online application, the reference number of which is RTR 569875201223. Thank you for your consideration, and I look forward to hearing from you soon.
