When you apply for graduate admission at different colleges and universities, you may receive admission offers from many graduate schools at more or less the same time.
If you get multiple offers, you will need to make a priority list and choose one while sending polite refusal letters to the others.
However, things may not always turn in our favor, and you may have to go back on your decision and ask a previous school (one which we politely refused an offer from) to let you enroll after all. In such a case, it is important to write a re-application letter to provide the school management with your intentions of joining them after all.
On the other hand, a re-application letter can also be written if you have been refused admission to a graduate school and you want the management to reconsider their decision of not enrolling you. In such a case, you may have to be very careful about how you write your letter since you want to change their impression of you. There is a strong possibility that your application will be reconsidered if you provide them with information that they are looking for specifically.
